• Series #: 430 • Box #: 001 • Folder #: 03 • Item #: 001 • Description: Compilation of statutes related to vessels and harbors that was signed by Kamehameha III and Kekauluohi on May 4, 1841. Statues defined the role and responsibilities of pilots (harbormasters) and ship captains at the ports of Hawaii, and identified specific laws for Honolulu and Lahaina ports. Penalties were identified for pilots who were negligent in their duties and for individuals who unlawfully posed as pilots. The statutes also detail the actions that must be taken by ships replenishing supplies at any of the ports and the responsibility of the captains for their passengers and crew. The statutes prohibited natives from boarding vessels or becoming crew members without the consent of the governor or his agent. . Additions to this statute were made in April, 1843 in relationship to tonnage dues, whaling ships, and ship clearances. Quarantine Laws passed at the Council Chamber in Honolulu on April 3, 1846, attested by Premier John Young, and signed by King Kamehameha III. Section I described the responsibility and duties of the Pilots and contained a certificate template which ship captains had to complete verifying that no one had any contagious disease. Penalties were also described for captains who violated the quarantine provisions. Section II prohibited canoes and boats and all persons not authorized by the Board of Health from visiting any foreign ship until the ship has been declared safe by the Board of Health. Section III identifies the responsibilities of the ship-masters to complete the Board of Health certificate and the penalties imposed for not adhering to the terms of the certificate. Section IV states that passengers must also abide by the restrictions imposed on quarantined vessels. Section V emphasizes that all persons must comply with the quarantine restrictions and anyone who knowingly violates the law is a murderer and shall be hanged. Joint Resolutions passed at the Council Chamber in Honolulu on April 3, 1846, attested by Premier John Young and signed by Kamehameha III. These resolutions implemented the terms agreed by the Hawaiian government and France and Great Britain on March 26, 1846, relating to the importation and sale of liquors, and authorizes the Minister of Finance to oversee the rules relating to the importation of liquor. Shipmasters are requested to heed the 6th and 10 Clauses, (respecting Manifests and Passengers) of the "Statute Laws Respecting Vessels and Harbors". • Comments: Kekauluohi term of office: June 8, 1839 – June 7, 1845
