Wyllie to an unnamed person directing them to place a notice to the following effect once per week in a newspaper of largest circulation among merchants in cities within the compass of their consulate until further notice. Notification to all exporters of goods and merchandise that, in the case of a devalued currency, the import duty will be calculated and levied on the invoice value less the precise amount of increase in value due to depreciation of currency at the date of the invoice. No reduction in duties will be allowed unless the invoices are accompanied by a certificate under the seal and signature of the addressee. The addressee is authorized to issue the described certificates on receipt of proof of calculated invoice value in depreciated currency and the corresponding percentage of increase due to the devaluation. • Comments: Copy 1 (Best Copy - Copy 2) Difficult to read handwritten note on page 2.

Wyllie, seeking redress on behalf of British subject Mr. Waterhouse who could not obtain an Auctioneer's License unless he were a Hawaiian subject, citing his interpretation of the Second Article of the British and French Treaties; Letter from British subject Mr. Waterhouse to W. L. Green, Esq., Her Brittanic Majesty's Acting Consul General and Commissioner, with a complaint against the Hawaiian Government claiming unjust assessment of his property for payment of taxes, citing his ignorance of the law, violation of treaty stipulation, and more; Letter from His Excellency D.L.Gregg, Minister of Finance, to W.L. Green, acting as H.B.M Commissioner and Consul Gen. repudiating the complaints from John Thomas Waterhouse, Esq., in regards to taxes which have been assessed against him under the laws of the Kingdom. He cites that the new assessment and collection laws were published "by authority" in the Polynesian and the Hae Hawaii, and cannot claim ignorance of the law, and if he has been excessively assessed, it is because he did not choose to return a valuation of his property, and not from any disposition on the part of Government to oppress him, and more; Letter from W.H.Pease, Tax Assessor to Hon. D.L. Gregg, Minister of Finance concerning inquiries in reference to the assessment of J.T. Waterhouse, Esq.; Letter from His Excellency R.C. Wyllie, Office of Foreign Relations, to W.L. Green, acting as H.B.M Commissioner and Consul Gen., wherein he supports the response and views of his colleague D.L. Green, Minister of Finance, in, as he himself admits -- a most tedious and exhaustive summary of Mr. Waterhouse's debacle, with references to similar cases in years previous. Mr. Wyllie reiterates that the policy of British Government towards the Kingdom is directly opposed to any interference with its courts or laws, unwarranted by international law. • Comments: A portion of this letter is missing, and thus this indexer is unable to determine what other issues may be contained therein.
