The State Board of Agriculture, was established on 13 May 1903 as the Board of Commissioners of Agriculture and Forestry, then under the Territory of Hawai'i. The Board of Agriculture (BOA) is an executive board consisting of ten members--one from each of the counties of Hawai'i, Maui, and Kaua'i; three at large members; the Chairperson of the Department of Agriculture; Chairperson of the Department of Land and Natural Resources; Director of the Department of Business, Economic Development and Tourism; and the Dean of the College of Tropical Agriculture and Human Resources, University of Hawai'i. The BOA members are appointed by the Governor of Hawai'i and confirmed by the State Senate. The Chairperson of the Board of Agriculture is also responsible for the day-to-day operation of the Department of Agriculture.

The Audit Division was established with the Department of Accounting and General Service in 1959, under the Reorganization Act of 1959, Act 1, Second Special Session.
Prior to statehood, Hawaii had a single auditor who performed pre- and post-audit of government accounts and agencies. After statehood, pre- and post-audit responsibilities were separated. The comptroller, head of Department of Accounting and General Services, performs pre-audit of state agencies’ accounts and provides accounting assistance to the agencies. The legislative auditor performs post-audits of state agencies, makes recommendations for improvements, and reports to the legislature.

In 1943, the President of the Board of Health acquired the power to appoint a deputy, called the Assistant Health Executive, subject to approval by the Board of Health, who became part of the Presidentʻs office. The Assistant Health Executive's duty was to attend to routine business matters, and at the same time to be director of the Division of Local Health Services. As the director of that division, he supervised the agents of the Board stationed in the various health districts of the Territory (the employees of the Bureau of Public Health Nursing and the Government Physicians). He also supervised the District Health Officers, who were under the County Health Officers. In that capacity his duty was to ensure the uniform provision of health care across the Territory.

Archibald Scott Cleghorn was born November 15, 1835, in Edinburgh, Scotland, to Thomas Cleghorn and Janet Nisbit. Cleghorn came to Hawaiʻi in 1851, at age 16, with his father and opened a dry goods store. Cleghorn naturalized as a Hawaiian Kingdom subject in 1870 and married the sister of Kamaliʻikāne (Prince) David Kalākaua, Kamaliʻiwahine (Princess) Miriam Kekāuluohi Likelike. Cleghorn served in the Hawaiian Kingdom House of Nobles from 1873-1891. In 1891, Mōʻīwahine Liliʻuokalani appointed the daughter of Cleghorn and Likelike, Kamaliʻiwahine Kaʻiualni, as heir apparent to the throne.
