Originally, the Bureau was tasked to collect and assemble statistics relating to labor and industrial relations. Specifically, it was to “investigate and gather data regarding the wages, hours and other conditions and practices of employment in the Territory. . . [and] investigate, collect and publish information relating to the cost of living.” Act 135, SLH 1957 expanded the Bureau’s functions to include giving assistance to employers and employees interested in setting up plans for group life insurance, hospitalization and health insurance, and pension and retirement. The Bureau was empowered to study the feasibility of such plans, negotiate with insurance companies, draft contracts and agreements, and solicit participants to improve the feasibility of proposed plans.

Disestablished: By omission of the Bureau from DLIR upon reorganization, and transfer of its functions to the Administrative Services Office (ASO) of DLIR, per Governor’s Executive Order no. 1 of January 5, 1960, and DLIR Reorganization Order approved February 27, 1961.
