History

When the United States Navy announced early in 1924 that maneuvers for the entire fleet would be held in Hawaiian waters sometime in 1925, the Honolulu Chamber of Commerce and those from outer islands organized several committees to study the needs and resources of the community. Over fifty community organizations were invited to participate in the plans for entertainment. At the same time the Army and Navy Y. M. C. A. was negotiating with its national headquarters in New York to obtain funds for fleet entertainment and for a new building in Honolu1u. Negotiations with Central Union Church for the use of its old building were successfully completed. and the budget submitted was approved. A transfer of staff members to augment the local staff was included in the plans.
The Governor or the Territory appointed the various heads or the Chamber of Commerce on the outer islands as members or the Executive Committee of the Fleet Entertainment Commission. Sub-Committees on transportation, housing, entertainment and athletics surveyed resources and made plans. On March 12, 1925, the Legislature approved Act 4 which provided for the expenses of entertainment of the officers and personnel of the fleet and or the newspapermen accompanying them during the visit of the fleet to Hawaii in 1925. Section 1 appropriated $75,000 from the Treasury and Section 2 provided that the money be disbursed on warrants drawn by the auditor based upon vouchers approved by the Commission of five members appointed by the Governor. Within five days after the act took effect. The Commission appointed S. W. King as Executive Secretary and elected John R. Galt or Oahu as Chairman. Other members were C. D. Lufkin of Maui, H. D. Sloggett of Kauai and Dr. Milton Rice of Hawaiʻi. The Secretary was authorized to hire assistants and the members were deputized to certify
vouchers in their own counties. A cooperative arrangement was worked out with John Hamilton of the Army and Navy Y. M. C. A. to carry out the plans or the Commission.
