The Health Insurance Branch was established in the Insurance Division when the division was assigned new representation by Act 127, SLH, 1999.

The Health Insurance Branch regulates health insurers, including health maintenance organizations and mutual benefit societies. The Branch's primary responsibilities are to: receive inquiries and complaints pertaining to health insurance, including long-term care insurance; receive requests from consumers for external reviews of a health plan's decisions under the Hawaii Patients' Bill of Rights and Responsibilities Act, and administer the external review process.
The Health Futures Task Force was created in 1998 and was placed under the Health Insurance Branch upon its creation. The Branch oversaw both the Patient Rights and Responsibilities Task Force and the Mandated Benefits Task Force.
