Leadership Committees shall be appointed by the President at the opening of the session, or as soon thereafter as possible. Because Leadership Committees have jurisdictionover issues of organizational and institutional interest to the Senate, their membership shall include members drawn from the ranks of the Senate Leadership, thus assuring high-level consideration of these issues.
