  • Description - Proposed 1854 resolution of the House of Nobles discouraging prostitution by regulating the passages of young females visiting the sea ports or proceeding from one island to another. An attached report by HRH Prince Liholiho identified the deficiencies of the resolution, asked for postponement of the bill, and recommended that the Minister of Public Education assume responsibility for protecting public morals. This resolution was previously submitted by Robert Wyllie to the Legislature in 1850, and again by him to the House of Nobles in 1852 and 1853.
