    Proclamation of Kamehameha III issued on May 16, 1854, which was published in the Polynesian newspaper. The King declared Hawaii to be "neutral" in the War between the Great Maritime Powers of Europe. The King further prohibited inhabitants in Hawaii from engaging directly or indirectly in shipping or commerce with any of the Belligerents. Two other Resolutions were also published related to extending asylum equally and impartially to armed National vessels of the Belligerents (June 15, 1854); but excluding vessels which were taken by Belligerents as prizes (July 17, 1854). A Military Notice by Robert C. Wyllie was also published informing the public that bills related to the King's Military Forces must have the approval of Captain J.W.E. Maikai, Acting Adjutant General. A Proclamation which was signed by Kamehameha III on December 18, 1854 was also published declaring the King's acceptance of assistance from the United States, Great Britain and France in the event of insurrection occurring in Hawaii.
