He recommends that Minister of the Interior's plan to modernize the harbor of Honolulu be approved to facilitate commerce with visiting vessels. The Kingdom will remain neutral in regards to international conflicts. Amnesty and neutrality were ratified by the United States, Russia, and Norway/Sweden.
