Government departments are to deliver annual reports to House of Nobles and Representatives. King recommends that Chancellor propose measures to check the evils of licentiousness and intemperance that are destroying their race. King suggests that appropriations are necessary to fund the government. He recommends that Minister of the Interior's plan to modernize the harbor of Honolulu be approved to facilitate commerce with visiting vessels. The Kingdom will remain neutral in regards to international conflicts. Amnesty and neutrality were ratified by the United States, Russia, and Norway/Sweden.
