Civil Case Files of the Fourth Circuit Court

Contains cases 1 through 285.

In order to adjudicate property claims and to seek monetary compensation in disputes, the plaintiff filed a civil case in the circuit court. Case files generally contain petitions, proceedings, receipts, plaintiff statements, summons, defendant briefs, evidence, bills of court and attorney costs, decisions, judgments and appeals. If a case involved property claims, the file may contain information on land titles and family history of plaintiffs and defendants. Appeals from the district or police court contain the lower court records relating to the case.

Case files from 1850 to 1893 for the districts of Hamakua, Hilo, and Puna on the island of Hawaii are filed with Third Circuit Court records.

Committee Records (Minutes and Correspondence)

Consists of meeting minutes and correspondence of the citizen constituted Heritage, Festival and Horizon committees and their subcommittees relating to development and coordination of programs relating to the "historic past,” the “living present,” and the "challenging future." Committee records also include correspondence with the Neighbor Island Counties Bicentennial Committees which coordinated statewide activities in their respective counties and developed their own local projects.

Company Reports

Contains reports by company captains detailing rosters, supplies and rifles issued to their respective units. Lists name, age, occupation, nationality, residence, telephone numbers, rifle-revolver make and serial numbers, ammunition issued and date of commission.

Limited to the Hawaii County board. Correspondence with employers on such matters as insurance policies and self insurance and on specific claims and reports; with Territorial offices on personnel, budget and inventory; with various state and national organizations, reviewing legislation, experience and procedures; and with the U.S. Employees Compensation Commission. Also includes legal opinions on topics such as average weekly wage determination, benefits to nonresident dependents and definition of casual laborers. Of interest are reports of the Hawaiian Sugar Planters covering job safety and job injuries on the plantations.

Correspondence of Commissioners and Administrative Staff

Consists of correspondence of Commissioners and staff, especially the executive director, concerning projects. Sponsored projects were under the Commission's direct management and control; approved projects received some financial assistance but the Commission did not assume operational assistance; recognized projects were favorably acknowledged by the Commission, but received no financial assistance.

Correspondence of the Board of Harbor Commissioners

Correspondence consists of letters exchanged by Chairman of the Board and his clerk with Honolulu and outer island harbormasters, various shipping and engineering firms, Office of the Attorney General, Corps of Engineers, Commissioner of Public Lands, Chamber of Commerce, Office of the Governor, Board of Health, American Association of Port Authorities, etc.

As the responsibility for the safety and cleanliness of the waterways of the Territory fell under the authority of the Board of Harbor Commissioners, correspondence entitled "Lighthouse Service," "Waikiki Beach Patrol," and "Oil Pipelines" are filed within this series.

The 1942-1948 folders found at the end of this series contain negotiations with the Army and Navy concerning back payment for the use of harbor facilities and pilotage services during WWII. The actual annual correspondence, however, concludes in 1945. THERE ARE NO RECORDS OF THE BOMBING OF PEARL HARBOR or any whatsoever for 1941-1942.

Correspondence of the Honolulu Harbormaster

Consists mostly of letters, reports, and personnel information from the Honolulu Harbormaster to the Chairman of the Board or the Administrative Officer. Also contains Report and Minutes of the Maritime Affairs Committee and the Seamen's Institute, statements on quarantine inspection (entitled "Public Health Service"), oil spills, and Harbor Police accident reports.
