Established by the Hawaiian Homes Commission Act, 1920, enacted by the United States Congress [Act of July 9, 1921, c 42, 42 Stat 108]. Section XII of the Hawai‘i State Constitution adopted the Congressional act as a law of the state. Section 24 of Act 1 passed by the First State Legislature, Second Special Session transferred the authority and functions of the Hawaiian Homes Commission to the Department of Hawaiian Home Lands.

Scope and content
The minutes provide comprehensive documentation of the Hawaiian Homes Commission activities and decisions since its inception in 1921. They consist of minutes of the public portion of the commission regular meetings held monthly at various homestead communities throughout the state. Include minutes to public portions of special commission meetings held once or twice a year. Meeting notices, agenda, staff reports and recommendations, and exhibits are filed with the minutes. The Commission’s decisions regarding lease activity, capital improvement projects and infrastructure improvements, development plans, management plans, land exchanges, licenses issued for utility and access easements, government loan applications, lot subdivisions, departmental personnel, and Commission finances are documented in the minutes.

The records are arranged chronologically by Commission meeting date, also in numerical order by meeting number. There are gaps for minutes to the Hawaiian Homes Commission meetings in October, November, and December 1977 (meetings number 209, 210, and 211).

Conditions governing access
For most records, there are no restrictions on access [HRS §92-9; HRS §92F-12.a.16]. Some records are restricted under the Uniform Information Practices Act [HRS §92F-14; OIP Op. Ltr. No. 91-19]. The restrictions are removed by HRS §94-7, effective on different dates as marked on the Records Container List and the folders. Folders containing restricted records must be screened by an archivist before being issued.

Typed minutes, 1921-2010. Minutes for 1921-1967 were bound by the Commission. Minute books for 1921-1933 were disbound by Archives staff in preparation for microfilming. Disbound minutes, 1921-1933, and the agenda and minutes for 1960-2010 are filed in individual alkaline enclosures. Photographs were sleeved and Records with corrections or information added via sticky labels or correcting tape were photocopied and replaced by photocopies for preservation.
