Administrative history

Established by the Hawaiian Homes Commission Act, 1920, enacted by the United States Congress [Act of July 9, 1921, c 42, 42 Stat 108]. Section XII of the Hawai‘i State Constitution adopted the Congressional act as a law of the state. Section 24 of Act 1 passed by the First State Legislature, Second Special Session transferred the authority and functions of the Hawaiian Homes Commission to the Department of Hawaiian Home Lands.

Archival history

The records of the Hawaiian Homes Commission, 1921 to 2010, consist of minutes, agendas, meeting notices, submittal reports, staff recommendations, and exhibits from the Minutes of the Hawaiian Homes Commission collection. The Public Relations Files of the Department of Hawaiian Home Lands collection, 1921 to 1994, consist of paper records, photographs, and VHS videotapes.

Immediate source of acquisition or transfer

The Hawaiian Homes Commission records were transferred to the State Archives in several accessions between 1963 and 2008. The Information & Community Relations office records were transferred to the State Archives in 1998. The records total 57.75 cubic feet.

Scope and content

The records of the Department of Hawaiian Home Lands comprises of two series: Minutes of the Hawaiian Homes Commission, dating from 1921 to 2010; and the Public Relation Files from the Information and Community Relations Office, dating from 1921 to 1994.

The Minutes of the Hawaiian Home Commission are of public proceedings and provide comprehensive coverage of the policymaking and decision making activities of the commission since its inception. There are gaps for minutes to the Hawaiian Homes Commission meetings in October, November, and December 1977 (meeting numbers 209, 210, and 211). Minutes dated 1921 to 1967 were bound by the Commission prior to transfer to the archives; Minutes from 1968 to 1974 were filed in pressboard binders by the commission prior to transfer to the Archives. For preservation purposes, bound minutes from 1960 to 1974 were disbound during processing.

The Public Relations Files of the Department of Hawaiian Home Lands consist of directors’ speeches, testimony, interviews, news releases, radio and television scripts, flyers, and programs. The bulk of the collection are records of homesteads awarded to the native Hawaiians from late 1960’s to early 1990’s.

Conditions governing access

For most records, there are no restrictions on access [HRS §92-9; HRS §92F-12.a.16]. Some records are restricted under the Uniform Information Practices Act [HRS §92F-14; OIP Op. Ltr. No. 91-19]. The restrictions are removed by HRS §94-7, effective on different dates as marked on the Records Container List and the folders. Folders containing restricted records must be screened by an archivist before being issued.
